The fundamental principle for all measures related to social assistance is to provide dignity and equal opportunities for all citizens and to prevent social exclusion. The measures are targeted to prevent and resolve any social issues of individuals, families, and groups of population. Those responsible for implementation of these measures thus form a social care network whose foundation, in addition to carrying out its basic tasks, is also to maintain preventive, volunteer, and other programs aimed at providing social care. In compliance with the social care legislation, National Social Assistance Program, and the resolutions related to this field adopted by the Municipality of Celje, the social care institutions are carrying out various projects and programs that improve the social security, justice, and solidarity.

Municipality of Celje is among the first in Slovenia to have developed an extensive and effective network of social assistance services at various levels and in various areas, with solid coverage.
