Celje is the third largest city in Slovenia. It is the an administrative, economic, business, commercial, educational, cultural, medical, sports and fair centre of the Celje region. In Slovenia, a municipality (občina) is the primary local administrative unit. There are 210 of them, 11 of which have a special "urban" status with additional autonomy. Municipal services or city services refer to basic services that residents of a city expect the municipal government to provide. Basic city services managed by the City of Celje refer to spatial planning, environment protection, traffic, real estate management, property management, building land management, construction and maintenance of public utilities, family and social assistance, education and research, primary health care, culture, sport, tourism, agriculture and other services which provide conditions for the overall economic and social development of the city.
Celje celebrates the municipal holiday on April 11, in memory of the day when the Count of Celje Frederick II at the request of "all the citizens of our Celje" granted Celje in 1451 the city rights, thus completing and upgrading the previously existing town status.
